Naked Harem Owners reveal explosive allegations against El Paso Judge Bonnie Rangel of Texas 171st District Court. The long unheard cry’s of corruption by the owners of the Naked Harem Club are finally proving to be true. The case of Phyllis Woodall & Jeannie Coutta, owners of the Naked Harem started years ago but climaxed in 06’ when Woodall was convicted of promoting prostitution in Judge Bonnie Rangel’s Court, and sentenced to Sixteen Years in prison.
All along Woodall claimed her innocence and stating she was being framed; then it came to light that the City was offering total immunity against prosecution to Drug Dealers, Admitted Prostitutes, El Paso Sheriff Deputy, a Fire Fighter, a man with Organized Crime Ties, and a former Military Deserter with documented Mental Illness & prior suicide attempts. All to testify against Woodall, who had no prior criminal convictions and has paid Hundreds of Thousands of Dollars in business taxes. Woodall stated she felt the Judge was prejudicial against her, since Rangel had denied several motions by Woodall’s Lawyers to allow evidence that could prove her innocence.
Ultimately Woodall and Co Owner of the Naked Harem Jeannie Coutta asked for a new Judge to try the case because they felt Judge Rangel would not allow them the opportunity of a fair trial. Judge Rangel refused to step down and elected to stay on the case herself. Now it has just been learned, El Paso Police had a Club Employee (Frank Javier Cisneros) illegally place hidden cameras in the Club’s private rooms without a Court Order to do so (a violation of Woodall & Coutta’s civil rights).
Woodall & Coutta are filing documents to have Judge Rangel removed from the case; and reported to the Judicial Grievance Committee and The Texas Bar Association. According to Naked Harem Owners Judge Bonnie Rangel allegedly attempted to solicit one of the Naked Harem’s Female Dancers, into a 3 way sex liaison for money; with herself and an undisclosed male, after a wedding reception which all three attended.
The Dancer refused the threesome, but felt that Judge Rangel continued to harbor animosity toward her and the Naked Harem after the refusal. Woodall & Coutta felt Judge Rangel knowing the Dancer at the Naked Harem was witness in the case, she should have removed herself because of potential personal conflicts. Not doing so has likely cost Woodall a 16 year sentence, & almost 2 years in jail; plus hundreds of thousands of dollars in legal fees, and a denial of basic civil right of a fair and unbiased trial.
This kind of corruption can not be allowed to stand in El Paso; It is time for the Widow’s Daughter (Woodall), to find a Square deal in a Court of Law. Not corrupt favoritism and manipulation of the Judicial System for personal revenge or gain. So many aspect of the case against the Naked Harem held inconsistencies, which Judge Rangel refused to allow into evidence. Now with these allegations and the fact that Judge Rangel herself is known to frequent El Paso Strip Clubs, there seems to be a clear appearance of moral and legal impropriety, with the Judge herself being the Guilty Party.
Now 04/17/2008 Judge Rangel has ordered Coutta arrested and held on a $300,000 bail in an attempt to silence her about these allegations, as well as tape recordings Coutta has in her possession confirming her first defense attorney (Jesse Herrera), saying that Judge Rangel and he were intimately close, and she would make sure Coutta did no jail time (with proper motivation).
Coutta attempted to hire a new defense attorney David Botsford of Austin, but Judge Rangel refused to allow it, and instead appointed a “over worked” Public Defender (Bruce Ponder) at the City’s expense, (when Coutta could well afford, and wanted to hire her own Private Attorney).
Public Defender: Bruce Ponder upon learning the allegations Judge Rangel tried to have sex with one of the Club’s Dancers, and Tape Recordings of Attorney Herrera’s conversations concerning Judge Rangel; in addition to the Judge forcing him to be ready on such a complicated case by May 16th., resigned from the case.
This case is fastly snowballing into a major corruption scandal, and needs an FBI Investigation. The City of El Paso will have a black eye behind this one! It only make you ask: Is El Paso the “MOST CORRUPT” City In Texas?
Judge Bonnie Rangel has been a fixture in a few Strip Clubs in the City. She is in no position to pass judgement on the owners of the Naked Harem; for all we know, she may be trying to get them out the way so their competetion can take over. This needs to be her last term on the Bench.

I guess if you know Bonnie this information is not shocking. It really doesnt matter because every election year Bonnie never draws an opponent. Why is that??
16 years is a ridiculous sentence for a “crime” like this. Phyllis should be set free immediately!!! Any judge, or anyone else for that matter, wanting a threesome should be able to enjoy as long as all parties are consenting adults. Prostitution should be legalized. Just my opinion!
JUDGE RANGEL HAS DONE WICKEDLY WRONG BY PHYLLISS WOODALL, I HOPE SHE WAKES UP AND DOES RIGHT BEFORE IT’S TO LATE. HER BEST BET IS TO TURN IT OVER TO ANOTHER JUDGE, AND SAVE WHAT IS LEFT OF HER REPUTATION.
I don’t like the Adult Biz., But I have been looking at this case closely, there is really alot of corruption going on here.
The Judge Bonnie Rangel transfered the case to a new Judge. But what they are not telling is that the new Judge is her Ex. Husband!
This seems real strange, and I’m starting to believe these women are being railroaded.
If a Judge is accused of bias, why would she transfer to her husband? That still has the look of bias.
Like I said, I don’t agree with adult businesses; but something stinks real bad in this situation!
I forgot to mention: The State already has plans drawn and on file to use the Naked Harem Property.
Why jail these women for 16 years just to steal their property. Do what every law abiding person has to do… pay them for it!
There is some real shady biz going on with our City Government right now!!!!!
